Government Tender Submission Checklist
Complete checklist for preparing and submitting a winning government tender bid in Tanzania.
1. Read tender documents thoroughly
Read all tender documents including instructions to bidders, scope of works, specifications and contract conditions.
2. Attend pre-bid meeting
Mandatory for some tenders. Ask questions and seek clarifications on any unclear requirements.
3. Prepare technical proposal
Follow the structure in the tender document. Include methodology, work plan, quality control, HSE and personnel CVs.
4. Prepare financial proposal
Provide detailed priced bill of quantities with unit rates. Confirm arithmetic correctness. Place in separate sealed envelope.
5. Obtain bid bond / tender security
Obtain a valid bid bond from a recognized bank or insurance company. Amount specified in tender documents.
6. Gather company registration documents
Include certified copies of BRELA certificate, CRB registration, TIN certificate, and tax clearance certificate.
7. Include past performance certificates
Certificates of completion for similar projects from previous clients. Include project value, scope and client references.
8. Include financial statements
Audited financial statements for the last 3 years showing financial capacity to undertake the project.
9. Check all validity dates
Ensure all certificates (tax clearance, CRB registration, bid bond) are within their validity period.
10. Sign and seal all documents
Every page requiring signature must be signed. Each document must be properly sealed by the company.
11. Submit before deadline
Deliver the tender to the specified address before the submission deadline. Late submissions are rejected.
12. Prepare for presentation (if required)
Some tenders require oral presentations or site visits. Prepare your team and presentation materials.
